Are IP addresses personal information?

It depends. Personal information is information about an identifiable individual. An IP address identifies a particular computer, generally, and sometimes might not even be that specific when the IP address is assigned dynamically.

By itself, an IP address is unlikely to be personal information but it could be when combined with other information or when used to build a profile of an individual, even if that individual's name is unknown.

It’s good privacy practice to treat an IP address as if it is personal information because of the potential for it to be associated with a person’s online activities and because it can be used for ‘jigsaw identification’ (identifying an individual by combining a number of disparate pieces of information).
